A Stronger Response for Children Starts Here

PennCAC strengthens the systems behind how Pennsylvania responds to child abuse—so children are protected, supported, and heard without added trauma.

How We Strengthen the Response

When a child experiences abuse, the response matters just as much as the intervention.

PennCAC works behind the scenes to ensure that response is coordinated, child-focused, and effective—supporting Children’s Advocacy Centers (CACs), training professionals, and strengthening the systems that serve children across Pennsylvania.

What That Actually Looks Like

We don’t provide services directly to children. We make sure the people and systems that do are equipped to respond the right way. That means:

Families can access coordinated care in one place

Agencies work together instead of in silos

Professionals are trained to recognize and respond to abuse

Children don’t have to repeat their story multiple times

Fragmented vs Coordinated Response

How We Support CACs

We work alongside Children's Advocacy Centers across Pennsylvania to ensure they meet national standards, operate effectively, and provide consistent care to children and families.

Training

We provide practical, real-world training for the professionals who respond to child abuse—so they can act with clarity, confidence, and care.

Leadership & Capacity Building

We help teams strengthen how they work together—improving coordination, communication, and long-term impact across the system.

Child Trafficking Response

We help to improve how child trafficking is identified and addressed—ensuring children receive specialized, informed care.

Why This Work Matters

When systems are disconnected, children carry the burden.

When they work together, children are protected—and healing can begin sooner.

Because of this work:

  • Children tell their story to one interviewer, not multiple agencies
  • Investigations are coordinated and more effective
  • Families receive support in one place
  • Communities are better equipped to respond
